7 months into chapter 13/some questions

I am 7 months into 13 and have payments deducted from my paycheck. I have a couple follow up questions. First, after filing taxes and refund due, is your refund taken by the IRS if you owe them ? I owe them 2800.00 dollars back taxes, which is included in my 13. Second, I have lived in my apartment for 16 years, always paying rent due. I have been thinking about moving to a house that is for rent. What would be my chances of making this happen with a 13 hanging over me, any ideas. Thanks much I received a letter from the trustee today telling me that they are going to dismiss my 13 because it will take 102 months. I filed this in Feb. this year, had all needed documents, went to meetings, paid on time..etc......I called my att. they are telling me they are not sure why and are investigatin and will let me know my options. They say that perhaps one of the creditors challenged. Is there not a time restriction on this ? What are my options ? thanks
