Anyone know about this refusal of arbitration and if it works, is it useful?

PS - Is Chase which is a creditor that goes to arbitration as stated by forum members the same as JP Morgan Chase, which is Wamu now? Just good info for those that have a Wamu credit card since Jp Morgan Chase bought Wamu
