Is a means test manditory?

I recently met with an attorney who told me he could tell I didn't pass the means test by looking at my info provided. In you guys opinion is this a red flag? I don't think I would file a chap 7 anyway, but I thought it was used to determine disposable income.

Means test is Mandatory and a future budget is too looking for DI. Only a C7 Business skips the means but not the future budget.
