Surprise Recipient of Discharge Notice

As some of you know, I just received a discharge on my Chapter 7 last Friday.....

I was looking at the paperwork and I noticed on the certificate of notice that my creditors all received the notice, however there were two others that were on the list and I am quite puzzled as to why.

The Employment Development Department (EDD) and Franchise Tax Board (California) were sent the notice of discharge. They are certainly not my creditors and I don't owe them any money or anything like that.

Is this normal for them to receive the discharge order?

Neither of those were listed on mine after discharge.
I am curious too...

That is standard. They were listed on my creditor list as well. Haven't been discharged yet.
