We owe our city for local taxes, I just received a bill for about 260.00, however I checked Pacer today and yesterday they filed a claim for like 453.00. I know on our original paper work, I did put down about 450.00 for them, however I over calculated how much we really owed, can't they only claim what we really owe?

If the city local taxes were due in April 09, then the city can add on late fees and penalties owed up to the day you filed. That may be why the amount is higher than the actual amount owed. Ask your lawyer about it.
Frankly in the big picture, less than $200 more to pay back in Ch 13 is a drop in the bucket compared to what you are going to discharge at the end of your plan (Exception - if you are in a 100% payback plan - are you?)I am not a lawyer and this is not legal advice nor a statement of the law - only a lawyer can provide those.

Yes. The bill is a dated statement and you should hold them to that. If you are in a 13, I don't believe late charges accrue if they are being in your payback.
