"too many inquiries"

Good evening,
Is there a process to find out who is looking at our credit reports?My wife and I are trying to refinance & on the bank report returned to us was a statement of "Too many inquiries in the last 12 months".I don't recall applying for anything in the past year except a lower interest rate balance transfer.Thanks in advance for your thoughts.

Pull your credit reports. They will show both hard (seen by everyone) and soft (seen only by you, ie. prescreened card offers) inquires.
