Bankruptcy and SSD

Ok. Now I have a question for my mother. My mom filed bankruptcy in 1999. It was discharged in August 1999. Someone told her that they changed the waiting period and that now you can file bankruptcy every six years. Is that true and if it is does she have to wait until August to file again. She's pretty much in the same situation with checksmart that Im in right now. They are threatening to sue to her too and right now the only income we have right now is her social security disability check. Any insight on this is greatly appreciated. :o
