Bad Data, Bad Bankruptcy Law?

Official U.S. government data found that about 37,000 small businesses filed for bankruptcy in 2003, according to the Ewing Marion Kauffman Foundation, which supports entrepreneurial education.

I wonder what steps the government is taking, to help small business owners grow their businesses and not fail! 37000 is ALOT in 1 year period
