    Is a secured card that reports as a secured card better than NO Card?

    Yes it is. The bank reports the same information on a secured cc as on an unsecured card. The only difference is that they also note that it is a secured credit card. If you're dealing with a half way decent bank, NOT TOO MANY OF THOSE AROUND ANYMORE though, after a year or so, assuming you make timely payments, don't exceed your limit, they will convert that secured cc into a garden variety unsecured cc, and return the funds that the card was secured by to you.
