Wal-Mart Money Card Green Dot
This seems to be a pretty good alternative after you file; No credit requirement etc, and just charge it when you need it. But, beware this thing is full of traps, liabilities, risks, fees and it is nothing like a gift card. Google it and you will see many nightmare stories. I have one, but it scares me to use it. I will never put more than about $100 at a time on it, and will probably chunk it as soon as possible. Debit cards in general are an accident looking for a place to happen, and I can't afford a wreck right now.
