I failed the means test? Question?

I filled out the online means test and got this message,

Because the amount on line 51 is more than $10,950, the presumption of abuse arises. You fail the means test. Do not complete the remainder of part 6.

Does this mean I cannot file for Chapter 13?

My total disposable income is less then my total minimum payments on unsecured debt, I thought that was the entire point of Chapter 13.

EDIT: Ugh, reading through it, I think this is just a test to see if I qualify for Chapter 7... woops. Sorry!

Yup, its to see if you qualify for a Chapter 7. All you need is a steady source of income and disposable income to file for Chapter 13. Don't include your unsecured debt payments when trying to figure your disposable income. Chapter 13 is all about schedule I and J. Income and expense worksheets. I'm sure there is a link here, I'll try to find it for you. Good Luck.
