So, there is a local and US trustee? What is the difference and why does the US one get involved?

Local Trustees are Standing or Panel Trustees.
Generally, local Trustees are practicing BK attnys, but not necessarily. Accountants and other professions are also Trustees.
Local Trustees are not Federal Employees. They have to meet Federal hiring requirements, but they're really more or less Contractors to the Federal Government. Local Trustees are appointed by the UST's Office.
The UST's Office is Federal. Each UST's Office oversees all the Courts and filings in their jurisdiction. Except in North Carolina and Alabama.
