If there are 2 applicants on a mortgage, but only the co-applicant has ownership based on the title, is it possible for the first applicant to file against the house/mortgage without co-applicants cosent. Basically if he files ch.7 or even 13 or whatever, what does that mean for me. Is he able to do that is my main question.

Yes, he/she can file bankruptcy on the mortgage, and no, he/she does not need your cosent. This person is a co-applicant, so he has some liability on the mortgage regardless of the title.
I think your bigger question is will this effect you in any way. Without more info, its hard to tell. However, if the payments on the mortgage are current, you don't need to worry about the mortgage lender foreclosing (I assume since you are on the title that you are the one makeing the mortgage payments). Also, since you are on the title, its not likely the trustee will be able to take the house from you.
