The means test is to determine your current monthly income and then your expected annual income. If your annual income will be under the median for your state then you only fill out the first 2 parts of the form and sign at the end. If you are equal to or more than the median then you have to proceed with the test. It will ask more in detail about your income and all of your expenditures.
