if you agree to a settlement payout with a collection agency can the original creditor turn around and then go ahead and still come after you, for the rest? Or is that illegal?

If the creditor has sold the debt to a collection agency, then the debt now belongs to the CA. It is my understanding that the negotiation with the CA is the one that counts.
If the debt has been assigned to a CA, then the CA is still workign with the creditor. I think in this case, the CA operates within the parameters allowed by their client (creditor.)
Other can chime in here.
