It depend on a couple of things: One would be who <exactly> they are. The second is how much SS you receive. The Federal Government can garnish for unpaid taxes, student loans that sort of thing. Probably child support payments could be garnished. The first $750 of monthly income is exempt from garnishment, and then only 15% of the amount over that can be taken. (Check those figures out, they may be old).
The Federal Government is owed about 31 billion dollars for defaulted student loans, back taxes, etc so I suspect that they will be stepping up their enforcement of Social Security garnishments..
Typical creditors can NOT garnish social security or tax refunds..

just curious if my "income" is monthly social security can they garnish that if i do not file for bankruptcy?

Your SS pay can NOT be garnished by non-governmental agencies, but creditors can fille bank levies and steal your money that way. And then it will up to yout o prove that the funds in that account are ONLY SS funds.
