OK, maybe someone here can make sense of this. We stopped paying on our Chase CCs in June, and since then, have been bombarded with those stupid cash advance checks in the mail. At least one per card a week, and we have 3 cards. At the same rate, they have begun calling about the past due accounts. I just don't get it, is there some logic behind this that I don't see? Don't they realize that if I have a minimum payment now of around $1,000, chances of me paying back a cash advance are pretty slim. Once again, just don't get it.

Shred the checks. They realize it, it's a trap. They send them out because to many people are not bright enough to realize its just making a bad situation worse. In addition they probably hope to get you with a big charge they can claim is non dischargeable

Wow, that's a sneaky trap. This kind of crap really makes me mad at these creditors. I've had the same stuff happen.
My chase cards have also sent us checks.. we are not late but a couple mortgage payments are so they have lowered our limits to fractions above the balance. One card had a $11,500 limit, and they lowered it to $500 (it has a zero balance). A couple weeks later, I got advance checks in the mail offering 4.9% for the life of the balance "on our credit line of $11,500"!!!!!
I've also got very generous advance offers from BofA on a card we haven't used in years, Commerce Bank, and Discover. I noticed on our credit report that all of these creditors pulled my credit last month, so they knew about the past due payments. I really think they want me to destroy my chances of filing BK.

Most folks get those checks with their statements every month or mailed to them separately to entice them to utilize a cash advance if their account is in good standing and has available cash. The same occurred with us even after filing. It eventually stops. Since you just stopped paying in June, you are only showing up as 30 days late right now and you can bet that if you utilize those checks they probably will not go through.
