Poa on parents checking who is filing bankruptcy

If by "they" you mean the bankruptcy estate, the answer would be no. It is not your money and it's not your brother's money. You are simply paying your mom's own bills with your mom's own money. The accounts should not be joint accounts, but simply you're an authorized signer and contract. Also, so long as there is no commingling of money into mom's account(s), you should be able to clearly articulate and demonstrate that the source of those funds are your mother's.
