I have not one whit of a problem with a person who needs to feed kids with looting and will even help them, by assuming cost or repercussions. However, too many weren't stealing ediable items :P

In retrospect even the clothing is necessary. Several days without clean clothes or the ability to clean is a health hazard. It is just a bad situation, you may find yourself without money, the stores without clerks and your family or individual needs unfulfilled.

There is a fine line between looting and stealing in this instance. In all cases a battery powered radio may not be looting. TV's, shoes, chairs and all, absolutely, that is looting. The ultimate responsibility in those times is your family. Food, clothing, toilet paper are not luxuries and at some point have to reasonably be written off during a disaster. That being said, looting occupied homes for goods or guarded establishments is another thing. This has to be determined case by case. If someone is hoarding supplies and mine have been wiped out we amy have a problem after all, ALL Wars are over resource or pressure for resources.
