    website "refreshing" question

Last hurricane season, here in FL, I had to go to a cerain town's web site to see if the hurricane information had been updated, during the day. The town officials kept us in the dark, pretty much of the day. As it turns out, we were unable to obtain certain pertinent information in a timely fashion.

The town manager said that we had accessed the website incorrectly and not used the "refresh" button. Now, mind you, I had gone to this page about once every half hour from 10 a.m. to 4 p.m. either by hitting favorites or typing in the www.site name. To me, it seemed that they did not bother to update the web site as to the hurricane information we were waiting for.

This could prove to be quite a disaster this year, if people are relying on their computers for updated information in respect to this town's website.

Could there have been anything else that I did not do right in trying to access the web page or does it sound like people just trying to blame computers for their own failure to timely update a web page?

I have a letter that I need to respond to for my boss at work in regards to this...so any relative information would be greatly appreciated!

I think you're right, and perhaps whoever is behind that explanation doesn't understand what refreshing a website involves.
Most of my information is from personal experience or HOURS and HOURS of online research. When you're searching online, keep in mind there is no guarantee that the info is completely up to date, and your situation is unique from anyone else's. Do your homework, and consult with an attorney so you can make an informed decision.
