    Bill first, then the card???

Recently I applied online for a Capital One. After "clicking" on the "apply now" button, a new window came up thanking me for the application, and advising me that it will be processed. No instant approval or denial.
Well, 7 days later I received the first paper bill/statement in the mail. Showed my limit, $1000, balance $39 (annual fee), and due date for the first payment of October 8.
Received the bill this last Yuesday, Sept. 18, but the card yesterday, Friday, the 21st.
how can these idiots generate a paper bill first without the card actually being received and activated by me.
Note - no postmark on either envelope.

I'd be tempted to call them about it. It might not help, but it couldn't hurt to try.

Call them and find out what sort of "credit card program" you signed up for.
