I believe it does count as income but there is a place for it... "social income" or something along those lines. We had to put our monthly food stamp allowance there on the schedule under social income. I researched it plenty before filling it in... just to be sure I was doing it correctly.

If they are social security or unemployment benefits, there is a special place for them, and you do count them on the schedule I, but you don't have to count them on the means test.
