Can a OC check your credit report at any time, and any number of times with out my permisssion?

It depends, on an account like a credit card or similar revolving account yes they can. If the account is a closed end account, such as mortgage or car loan, then no. Your credit rate and everything is set when you sign the loan docs and regardless of later credit changes, unless you refinance the rate/term/etc does not change. If your only account with the OC has been discharged in BK, then you can argue that checking your credit is collection activity. Therefore, an OC cannot check your credit if your only account has been discharged.Filed 9/5/07

Sure they can - Periodic reviews - to increase your credit limit or not. To see how you are "behaving" with other creditors.
