You must list the tax liability on your petition, regardless.
Since you posted in the chapter 13 forum, I assume you getting ready to do a chapter 13 (hopefully you have an attorney, chapter 13's should not really be done pro se).
Generally, when you do a chapter 13 with taxes, you arrange the plan to pay those taxes ahead of other, general unsecured claims. If there are insufficient funds to pay off the taxes during the plan, thus, leaving a balanced owed, whether those sums can be discharged depends on the nature and age of the tax debt.
