    Same household or not???

Is a detached, large and expanded garage - 500 or more feet from the actual house, but renovated to include all the utilities, gas, electricity, water, cable, etc. considered a different household?
My sister and her husband live in a place like this on his parents' property. They are paying his parents a monthly amount as rent, and their own utlities. Since this is a detached garage, would they still have to include his parents' income in the calculation of total household income since it is on their property?

If they are paying a monthly rent plus their own utilities and their own groceries and other supplies, I would say that they are in a rented apartment. But as was posted on another thread about a similar situation, I would make sure there is a lease in writing with the rental agreement, signed and notarized. But that is my opinion.
