I've seem some posters mention that they see a MeansNo flag on Pacer. Do all cases typically receive this flag at some point, or does it depend on local customs practices?

The MEANSNO flag appears to be set initially by the petition having the box "presumption of abuse does not arise". In our case, it was changed to MEANSYES after the UST reviewed our petition.

I know what it means but I wasn't sure if you typically see that on every case (assuming your petition indicates the presumption does not arise). I don't see it on ours
