What does this mean?

I'm certainly not an expert, but they still get to file a claim even if you're at 0% pay-back... so, the claim would be allowed, but they're not getting any money because no unsecured's are... that's what it looks like to me. They would still file a claim, because if your income went up and your payback percentage changed then they might get some money. That's how I read it, hopefully someone more knowledgeable will chime in here.

Nah, Trix, I think you did a pretty good job of explaining it. PS- every time I see your name, I think of the Trixie Belden mystery series. I liked Trixie better than Nancy Drew.
