If we're not to start new lines of credit before discharge, why do these credit card companies send so many offers?

They probably don't check your discharge date. They just send offers to people who've recently filed for bankruptcy. It's your responsibility to know what to do with credit.
They want you to give you credit as soon as possible since they know you can't file bankruptcy again for many years, and you'll probably be willing to pay a ridiculously high interest rate.
