I understand that in my state the max that can be garnished is 25%. But if one collection agency files suit and gets the 25% then what happens if another agency files suit. Do they have to wait until the first agency has collected all of their money or do I get hit for another 25% at the same time? I plan on filing bankruptcy in Feb 06, want to be totally off credit cards for at least 120 days because I have too many questionable charges. I can live with a 25% pay loss for a couple of months, but anything more than that can be rough.

But if one collection agency files suit and gets the 25% then what happens if another agency files suit. Tell them to wait in line for their turn :D

Only one creditor can garnish at a time. *I don't know if that applies to IRS, Child Support, etc.

Correct - the others have to wait in a holding pattern.
While employers are forbidden from taking action against an employee for 1 garnishment notice, multiple ones can get you in hot water. Judgments usually take 60 to 90 days from service to entry, so even if the others were to line up to sue you, chances are your Feb, '06 BK filing would prevent any additional garnishments.
