Why is it legal for credit card companies to continually raise interest rates,even when the card holder has not missed payments ?I always pay at least the minimum.

I did with my fleet card & the person on the other end said that was the best they could do.He was not a people person & basically told me to "buzz off".Today I rec'd.a letter stating that Bankone was now chase,and my new rate is 11.50%.I have not called yet ,but can't imagine anything will change.I think they know they've got dummies like me by the you know whats ,and they don't care.Thanks for responding.
