If I'm understanding your question right..... Obviously the cc companies issue credit cards to people with NO credit history at all - just ask any college student

If you are asking whether cc companies will offer you a credit card when all your cc's have been wiped out by bk and all you have are your secured loans active in your credit history, just check signatures of folks like CindyLynn who have received multiple cc's after their discharge.
