I can understand your husband's behavior, to a degree. When I went from spending to not spending, right before we filed bankruptcy, I panicked. When I finally realized that I would NEVER have a credit card to fall back on, it scared me.
I haven't shopped in months and the other day, I broke down and went into a Kohl's. I ended up buying some bathroom accessories, totalling $50. In the end, I felt so guilty about spending the money that I ended up returning everything I bought. Since this bankruptcy, I have done a complete 180 in my spending habits.
Have you suggested seeing a therapist? It almost sounds like shoppaholic?Filed Chapter 7: 3-22-08

Yes, he keeps insisting that he needs a card for emergencies. I keep telling him, he doesn't need one. He has a cell phone. He can call me. I will come get him if he has a real emergency.
Are there therapists that specialize in this sort of thing? He was seeing one a while back, I'm not sure it helped much.Don't worry about a thing

Yes, your hubby could have an addictive personality or OCD ("Obsessive Compulsive Disorder"). When he shops and spends, he gets the rush that he needs; same with gamblers, overeaters, etc. Your family doctor can recommend someone for him to see and along with that there are groups that may be in your area for folks with compulsive spending habits, like there are groups for Gamblers Anonymous, Overeaters Anonymous, Alcoholics Anonymous, etc. Your doctor's office might have that information or do a county/state search in your area for support groups. Many publish meeting times and meeting locations in local newspapers on a weekly basis also._________________________________________
