Means test and no leftover cash at the end of the month

what would happen if a person filing chapter 13, and he has less than $50 a month left after expenses are paid, with around $45k in cc debt, is it possible to pay only $50 a month for 5 years?

Yes, you can have a $50 payment as long as it is enough to pay any minimum amounts that you must pay during your plan, like the value of non-exempt assets and arrears on secured debt. The amount of unsecured debt is irrelevant. Keep in mind that your plan payment may not be the same as your disposible income on the means test. Schedules I/J may show a different disposible income and that could determine your plan payment.
