It is only $36 (annual fee) which I paid up front so I wouldn't have to pay $3 per month. My rate is 22%. I'm hoping for a higher credit limit eventually. I was declined for a Target card but it was due being unable to verify my home telephone number I think is what the notice stated. I'm just happy to have a real credit card I can use for hotel rooms or rental cars if ever needed. Sometimes BofA puts a routine hold on my account when I purchase large items so it's nice having a backup too.
Target will not give you a credit card unless you put a "land line" phone number on your application....I know this because I finally put my mom's on my app (I only use a cell phone, no land line for me) and I was immediately approved.

You'll eventually get the "no annual fee" cards. I had to pay Hooter's $72 up front as well....then the second year, it switched.

      I still have Hooter's

I got my Hooter's Card (thanks to finding out about it on this forum!) about two years ago and used it to get Wamu, Cap One, Household, Credit One, Juniper by building up to a 650 credit score.
For some reason, I never had an annual fee. So I use this card a lot and pay gas, groceries, phone, everything. I pay off each month. Then, I order the $25.00 checks through their rewards program that I cash and put them in the bank.
Has anyone else had the opportunity to cash in on the rewards program? They have movie certificates, hair cuttery type certificates, cash, etc.
It's a pretty good deal considering it is somewhat "subprime". Any comments?
BTW - Hooter's $1900.00 credit limit now and still no annual fee.
