Do utilities count towards your credit score?

Do utilities and things like cell phone bills, school tuition payments count towards your credit?

Utilities and cell phones do not report positive on time payments to credit bureaus. They may, however, choose to report you to the CBs if you are late, or don't pay them.

I can't answer with regards to tuition. I know my student loans were reported, but I had gov't loans, so I'm not sure about other types of student loans, or tuition.
