owe back taxes and getting refund

I filed chapter 13 this year and listed around three thousand dollars owed to IRS, which they did not contest. I have a 763.00 refund coming. After calling IRS to inquire as to if I am going to receive this refund...well I have left 4 messages over the past 4 weeks, no response. My question is, are they keeping the refund and is there a main number that I can call to get an actual voice on the line Thanks

IRS will keep the refund. GIven you owe them money they are not about to send you your refund...They will deduct your refund from the money you owe them and send you a statement showing your balance. Keep in mind too they are charging you interest on what you owe.

They didn't use mine to pay my back taxes but it was sent to the trustee who kept it. They sent me a letter saying they were going to keep it. That was a 2100.00 dollar refund(more than enough to pay my back taxes). The second refund was for less than $1000 and was sent to the trustee and then sent to me.
