unsure if I am able to file chapter 7?????

my husband and I are considering filing for chapter 7 in the next month or two, but we are unsure if we can..... he has already filed years ago from a previous marriage( it's been more than 7 years) our question is that alot of our bills are from my unexpected Lung surgery that i needed. with having the surgery i inturn could'nt work for awhile after, witch leads us to where we are now..... our car was repossed and with the medical bills totalling about 11,000, and credit card bills and also unpaid utility bills from the house we were renting at the time......we are now both working now but trying to get back on our feet again, with both of us working can we file chapter 7 and can we include all of the bills listed above? we live in maryland and apparently there is a new law about filing chapter 7? how will this new law effect us if at all??????? Please help
