In Chapter 7, asset case, would my property taxes be paid in full with assets before any credit cards get any?

Generally, yes, priority claims will get paid first. However, are their enough assets in your BK that can be turned into cash to have the trustee pay anything to any creditor.

If you already have the check, and haven't filed BK yet, just pay the property tax directly.
