Is it very common for people to wait 4 to 6 months to file so they can pass the means test?

What impression does it make if some creditors are paid something during that time while others, larger debts, are not paid?

What impression does use of cards during that time make?

Usually creditors will start pulling your credit report after you are delinquent more than 60 days. In the case of them seeing you are paying some folks but not them might cause them to take legal action sooner than later.

It is not uncommon for folks to wait. Generally this is caused by people working multiple jobs etc to try to make it and realizing they can't maintain it. It can also stem from the sudden loss of a good paying job.

Yes, it is very common for people to wait. I wouldn't worry about legal action. Your accounts won't even get charged off for 6 months from the date of first default.
