means test amount is BEFORE or AFTER expenses??

hi everyone,
is the amount for a two person household in fl (46k) the amount BEFORE or AFTER expenses are taken into account. my bf will be making 46k in the next 6-12 months but after expenses (rent/food/etc) it wouldn't be 46k. i am not sure if i can ride out my bk a bit more or if i should do it before he gets a raise. thanks!

It's your gross income...before expenses, tax deductions, etc.
