Getting garnished wages back

So, I finally filed last week. I wanted to file sooner, but it just didn't happen. My wages had been garnished, over $1600 over 3 pay checks. My attorney told me that he can get that garnished money back from the CA. That doesn't sound right to me. BTW, just got my 1st paycheck in 6 weeks that had not been garnished! Nice.
