Where are all those apologies from the collection agents who have harassed me over the past months anyway?

You could do the reverse of an apology. Perhaps write them a letter, stating you are deeply sorry and truly saddened that you were unable to pay them any money. Then state the primary reason you were not able to give them money is because you are not able to give money to people that are *******s to you.
