If a charge off has a balance from a previous settlement, will it still fall off at the seven year mark?

Yes. If it does not fall off, write to the CRA to have it removed. The reporting period is 7 years. Technically the reporting period is 7 yrs and 180 days (7 years from DOFD - date of final default). If the CRA does not remove it, it is a violation.
