Car Valuation

I just checked my car's value on Kelley and NADA sites---and both come up
over my state's exemption---but I'm not sure which category to use---
suggested retail price---trade-in value---or a base price.

Plus---can a wildcard cover any extra of a car's value?---I'm in Virginia.
