If you have an item that is covered under an exemption (wildcard) are you free to give or sell that item?

Technically, no. Everything is property of the bankruptcy estate until your case closes. However, people do it anyway. Whether it will cause a problem probably depends on what it is, it's value, whether it's a questionable exemption, etc.
