Am I correct that if my payment exceeds the IRS allowance then the number on line 22 is zero, yet on line 42 I then claim my WHOLE house payment as a deduction????

As far as I recall, you enter the IRS allowances in the first section, in the next place, you enter your actual expenses. I think there is a place where the IRS amount gets backed out of the actual.....don't have the forms in front of me.
