I googled it and all I found were UK sites, as if it is only in Britain?

Looks like that is something that happens in the UK only and is applied to those individuals who are deemed to have been reckless with their credit thus going bankrupt. It basically extends the time that you are under the BK Court and restricts your ability to get credit, start a business, become a member of parliament.....frankly it sounds like a nasty thing to have happen! There is a public database of persons under Bankruptcy Restriction.
