This is a fairly simple answer to a larger, more complex problem, that he needs to research further.

No, the bank can't send police to wait for him at the airport-unless some sort of fraud or theft is alleged. It's extremely unlikely they will even care that he's back in this country. They could serve him, though I imagine they already have default judgements against him.

Can they come after him on foreign soil? I guess it depends ont he country, treaties and so forth.

For an amount that high (a million) I would expect them to do anything they can. Unless of course, the country is Cuba or Iran, someone whom we have NO diplomatic relations with.

my thoughts. He needs to look into this more specifically.
