Would large debt affect eligiblity for Section 8?

just curious if my father wanted to apply for Section 8 and he had about 60k in debt, would he be denied because for that.

Section 8 eligibility depends on your income, NOT on what you owe.

A friend found out that he was refused because he owed back rent to HUD in 1 state from years ago. So now until he pays that old bill he is not elligable for HUD apts here.
I have bad credit & rent thru HUD. Hope this helps.
