I googled and came up with No One Left Out. That almost makes sense because these are plain-english law books for regular people to have access to legal stuff. Hmm.

Well, maybe as an acronym it means that (but that is a modern usage), but in latin, it has no specific meaning, it seems to act as a prefix i.e. nolo contendere
I wouldn't characterize all the books by Nolo as straightforward and easy to read, they do an adequate job but there are some mistakes and they leave a lot out.
